Slower circuits require high down force, at first I was also surprised but then the mystry began to unravel.
Friction is directly proportional to the normal force. So higher down force implies more braking power. In faster circuits, circuits where the average speed is > 300 kph, like Monza it is important to compete on higher speed, who can carry maximum speed is important , there will be more straighter sections where speed is the differentiator. So the aerodynamics change, the car is more streamlined , for the least resistance. Isnt it important then to have more braking power cause of the higher speed, yes it is but it is not the differentiator, speed is.
But in circuits like Monaco and the upcoming , these are street circuits so the average speed will be less, braking power becomes important so that you can carry more speed and still be able to brake effectively. The give away , a less streamlined car wont make taht much difference to the top speed cause its a slow circuit.
